第十四条 外国航空公司在其定期航线上载运奥林匹克大家庭成员的加班申请，应至少提前5个工作日提出。申请应包括以下内容：

    (a)航空器国籍标志和注册标志；

    (b)航班号及执行日期；

    (c)航空器预计起飞、到达地点、日期、时刻（UTC时间）、具体的航路和进出中华人民共和国边境的航路进出点；

    (d)飞行目的；应明确注明 “TO CARRY OLYMPIC/PARALYMPIC FAMILY MEMBER FLIGHT”及载运的奥林匹克/残奥会大家庭成员人数。

    第十五条 外国航空公司载运奥林匹克大家庭成员的包机申请，应至少在预计飞行日7个工作日之前向民航总局提出。申请应包括以下内容：

    (a)航空器所有人和经营人国籍、名称、地址及联系电话、传真；

    (b)航空器的无线电通话和通信呼号；

    (c)航空器上无线电台使用的频率范围；

    (d)航空器机型，国籍标志和注册标志；

    (e)航班号及执行日期；

    (f)航空器预计起飞、到达地点、日期、时刻（UTC时间）、具体的航路和进出中华人民共和国边境的航路进出点；

    (g)飞行目的；应明确注明 “TO CARRY OLYMPIC/PARALYMPIC FAMILY MEMBER FLIGHT”及载运的奥林匹克/残奥会大家庭成员人数。

    (h)接待单位及目的地机场提供地面服务代理公司的详细名称、地址、联系人和联系电话（包括手机）。

    第十六条 首次申请飞往中国包机的外国航空公司，除应满足第十五条的要求外，还必须提供如下证明材料（英文版）：

    (a)航空公司的经营许可及运行规范。

    (b)航空器的适航证明。

    (c)航空器的注册证明。

    (d)航空器的电台许可证明。

    (e)航空器的噪音许可证明。

    (f)航空器的保险证明。

    第十七条 申请加班或包机的外国航空公司可以通过SITA电报或AFTN电报的形式向民航总局提出。

    第十八条 外国航空公司向民航总局提交载运奥运会（残奥会）大家庭成员的加班或包机申请时，应将奥运会(残奥会)大家庭成员乘坐加班或包机的证明函和为包机提供机场地面服务的证明函传真至民航总局（传真号码：0086-10-64013829）。

    第十九条 民航总局自收到申请人完整的申请材料及起降时刻协调结果后于3个工作日内批复临时加班、包机。

    第二十条 外国航空公司的其他加班或包机申请按现行规定办理。

    Article 14   Applications for extra flights by foreign airlines for carriage of Olympic/Paralympic Family members on their regular routes shall be made at least five (5) working days in advance. Applications shall include the following particulars:

    ( a )  Aircraft nationality and registration marks;

    ( b )  Flight number and operation day;

    ( c )  Aircraft estimated departure/arrival points, date and time (UTC), specific routing and entry/exit points at national boundaries of the People’s Republic of China;

    ( d )  Flight purpose with clear indication TO CARRY OLYMPIC/PARALYMPIC FAMILY MEMBERS FLIGHT, including the number of Olympic Family members to be carried on board.

    Article 15    Application for charter operations by foreign airlines for carriage of Olympic/Paralympic Family members shall be submitted to the General Administration of Civil Aviation of China (CAAC) at least seven (7) working days prior to the estimated date of the charter operation. Applications shall include the following particulars:
    (a) Names, nationality, addresses, contact phone and fax numbers of the aircraft owners and operators;

    (b) Aircraft radio voice and communication call sign;

    (c) Aircraft radio frequency range in use;

    (d) Aircraft type, nationality and registration marks;

    (e) Flight number and operation date;

    (f) Aircraft estimated departure/arrival points, date and time (UTC), specific routing and entry/exit points of routes at national boundaries of the People’s Republic of China;

    (g) Flight purpose with clear indication TO CARRY OLYMPIC/PARALIMPIC FAMILY MEMBERS FLIGHT along with the number of such members to be carried.

    (h) Detailed names, addresses, contacts and their phone numbers (including mobile phone numbers) of reception departments and the ground handling companies at the destination airport to provide airport handling services to the charters.     

    Article 16     In addition to submitting the particulars as specified in Article 15 when filing application, foreign airlines, applying for the first time for charter operations to China, shall also provide the following certification documents (in English):

    (a) Air operator’s certificate and its operations specifications;

    (b) Aircraft airworthiness certificate;

    (c) Aircraft registration certificate;

    (d) Aircraft radio permit certificate;

    (e) Aircraft noise permit certificate;

    (f) Aircraft insurance certificate.

    Article 17      Application for extra flights or charter operations by foreign airlines shall be submitted to CAAC via the following SITA/AFTN address:

    Article 18      Foreign airlines, when submitting to CAAC application for extra flights and charter operations for carriage of Olympic/Paralympic Family members, shall send by facsimile (Fax number: 0086-10-64013829) the letters to certify that the Olympic/Paralympic Family members will take these extra flights or charters and that airport ground handling services to the charters will be provided by any ground handling company at the destination airport.

    Article 19   CAAC will approve the application for extra flights or charter operations within three (3 ) working days from the date after full and complete application materials and the coordinated results of take-off and landing slots have been received.

    Article 20   Applications for other extra flights or charter operations by foreign airlines will be handled in accordance with the relevant regulations and normal procedures.
